U-Haul reports annually on the difference between U-Haul in v. out migration by state. California has had a serious problem for a long time, and it has the single worst out-migration problem for all of the most recent 6 years.

Of course this is just the tip of the iceberg. Every time a large company leaves, restaurants, retail stores and many other small businesses close. All of this shrinks the corporate and individual taxpayer base. Government doesn’t shrink at all, so every business and individual who remains is stuck with a larger percentage of the cost of government. This isn’t only unsustainable, it’s a disaster waiting to happen.
Companies don’t have to move the headquarters to another state to devastate local employment. Due to both external and internal factors, residents of our Assembly District 51 - which includes Hollywood – have greatly suffered. The US Bureau of Labor Statistics estimates local job loss at 42,000, a whopping 30%, in 2022-24. This crisis isn’t going away.
As long as Democrats have an iron grip over the state and its cities, this will keep getting worse. Our own Ad51 Assemblyman Rick Zbur is an example.
The special Interest groups that form a large part of his base are the same groups that are hell-bent to drive jobs and economic opportunity out of California. Rick is hardly unique. Most Democrats have the same problem.
The first thing that must happen: California voters unite to elect a Republican Governor and break the Democrat veto-proof supermajorities in the State Legislature.
There are currently 60 Democrat and 20 Republican members of the State Assembly. To break the supermajority we need to increase the number of Republicans to at least 27. In the State Senate the split is the same: 30 Democrats and 10 Republicans. We need to elect at least 14 Republican Senators. Numerically it’s less challenging, but as State Senators serve 4 instead of 2 year terms, only half will be running for reelection this year.
How do we start attracting jobs and economic opportunity and stop losing the jobs and business that are still here? The answer seems obvious. In the movie Patton, George C. Scott is facing the German army for the for time at El Guettar. As he watches his pincer move destroy German tanks and infantry, he looks across the battlefield to where he imagined his chief adversary might be and says: “Rommel! You magnificent bastard! I read your book!”.
In reality, Rommel was ill and had been recalled to Germany, but the point is still the same. Study your chief adversary’s playbook, then craft your plan. Our chief adversary is clearly Texas, so we must learn from their leaders.
That will help us develop a winning plan, but without the support of a majority of California voters the special interest groups that oppose it will use their Democrat politicians to stop this disaster in the making.
If elected, I will introduce a bill designed to stop the flow of entertainment industry jobs out of California through tax incentives for companies based on the entertainment job increase achieved over the prior year. Existing California Creates Tax Credit and New Employment Credit are helpful programs. My Hollywood Job Growth Tax Credit will be complimentary and targeted to help rescue the industry which has propelled Los Angeles’ success for over 100 years.
Every job that leaves California affects more than one paycheck. It affects local restaurants, small businesses, tax revenue, and the long-term ability of government to deliver basic services without raising costs on everyone who remains.
If we want a stronger economy and a stable future, we must become competitive again — by learning from what works, resisting policies that drive employers out, and restoring accountability in Sacramento.

Violent crime has risen across AD51 cities while the national rate has remained stable. Sacramento policies are making it harder for local governments to protect single-family neighborhoods and enforce the law effectively. We must restore accountability, support law enforcement, and protect the quality of life in our communities.

California ranks near the bottom in national proficiency scores despite ranking near the top in income and taxes. Our children deserve classrooms focused on academics — not activism. We must restore curriculum standards, mandate accountability, and prioritize math, science, and literacy.

California has one of the highest per capita homeless populations in the nation. Billions have been spent with little measurable success. Compassion without accountability has failed. We must fund treatment, job training, and housing — with strict performance requirements.

Housing, gas, utilities, and food costs continue to rise. Government-induced regulations and taxation have made California one of the least affordable states in the nation. We must reduce regulatory burdens, control spending, and lower the tax load on working families.

Biological males competing in women’s sports undermines decades of progress toward fairness and equal opportunity. Women deserve privacy, safety, and competitive integrity. We must restore protections in athletics, scholarships, and women-only spaces.

Recent legislation allows life-altering medical decisions involving minors without parental consent. Parents must retain authority over the health and upbringing of their children. We must restore transparency, consent protections, and remove ideological activism from schools.
